Dr. Richard is a board-certified ophthalmologist with specialized training in medical retina, providing advanced vision care to patients across a broad spectrum of ocular conditions. With a strong academic foundation in biochemistry and medicine, she couples precision with compassionate patient care.

Dr. Richard earned her undergraduate degree in Biochemistry, graduating Magna Cum Laude.
She received her medical degree from Albany Medical College, where she was inducted into the Alpha Omega Alpha Honor Medical Society, a distinction awarded to top medical graduates.
She completed her ophthalmology residency at the Flaum Eye Institute — University of Rochester School of Medicine and Dentistry.
To further specialize in diseases of the retina, she completed a Medical Retina Fellowship at the New England Eye Center at Tufts Medical Center, training alongside leading national experts and contributing to peer-reviewed research and national presentations.

Dr. Richard offers comprehensive care in both general ophthalmology and retina-focused sub-specialty services, including but not limited to:
Diagnosis and management of retinal diseases such as diabetic retinopathy, age related macular degeneration, macular edema, inherited retinal disorders, and retinal detachments / tears.
Performing advanced retina procedures including intra-ocular injections, laser therapy, and retinal tear/detachment repair.
Full-spectrum eye care including comprehensive eye exams, cataract evaluation and surgery (with intraocular lens implantation), as well as management of conditions like glaucoma and ocular surface disease.

Dr. McQuay graduated from Westfield State University with a
Bachelor of Science degree in Biology. Dr. McQuay was awarded her Doctor
of Optometry by the Massachusetts College of Pharmacy and Health
Sciences School of Optometry in Worcester, MA. She then went on to
complete a one year residency at the Baltimore VA Medical Center in
Maryland.
Dr. McQuay has been part of the Southcoast, MA eye care field since 2012,
completing internships as well as working as an ophthalmic technician at
Advanced Eye Centers from 2016 through 2018.
Dr. McQuay practices at our Dartmouth, New Bedford, and Fall River
locations. She specializes in routine eye care, contact lens fittings, ocular
disease management, and post operative care of surgical patients.
Dr. McQuay is from Dartmouth, MA and currently resides in the surrounding
area. In her free time, she enjoys spending time at the beach, hanging out
with family and friends, and traveling.
Dr. Brillon graduated from Worcester State University with a
Bachelor of Science degree in Biology, minoring in Chemistry. Dr. Brillon
was awarded his Doctor of Optometry by the Pennsylvania College of
Optometry at Salus University in Philadelphia, PA.
Dr. Brillon has been involved in the eye care field since 2016, completing
multiple internships and externships, including a rotation at the Providence
VA. He has also worked as an optical apprentice, a laboratory technician,
and an optometric technician throughout Massachusetts.
He is a member of the American Optometric Association and Lions Club.
Dr. Brillon practices at our Dartmouth and New Bedford locations. He
specializes in routine eye exams, contact lens fittings, and ocular disease
management.
Dr. Brillon was born and raised in the New Bedford, MA area. He is an avid
sports fan, especially soccer, and enjoys traveling with friends and family in
his free time.
Babak Eliassi-Rad, M.D. was the Director of Glaucoma Services in the Department of Ophthalmology at Boston University School of Medicine. He perfumed his Glaucoma Fellowship at Kresge Eye Institute in Detroit, Michigan.
He specializes in Glaucoma services, Cataract surgery and General Ophthalmology.
Dr. Eliassi-Rad has been practicing in the Boston and Taunton area for 20 years.

Philip J. Winslow, O.D. graduated from Clark University with a B.A. in biology. Dr. Winslow was awarded his Doctor of Optometry degree by MCPHS University School of Optometry in Worcester, Massachusetts, where he graduated with honors. He has completed internships throughout the New England area. Most notably, he has interned at tertiary eye care facilities such as Ophthalmic Consultants of Connecticut and Worcester Veterans Affairs Outpatient Clinic.
Dr. Winslow has been working in field of eye care since 2009, starting as an ophthalmic technician in the south coast area before becoming a licensed optometrist. He practices at our Dartmouth, Fall River, and New Bedford locations. He is a member of the Massachusetts Society of Optometry, Beta Sigma Kappa International Optometric Society, and also practices in Rhode Island. He specializes in the treatment of ocular disease and fitting contact lenses.
Dr. Winslow resides in North Providence, R.I. In his free time, he loves spending time with his fiancé, family, and friends. He also has a passion for playing hockey, skiing, and reading.

Dr. Richard brings advanced expertise in the diagnosis and treatment of retinal diseases, along with a warm and patient-centered approach to care.
Dr. Richard completed her medical education at Albany Medical College and went on to train at two renowned institutions, the Flaum Eye Institute at the University of Rochester and the New England Eye Center at Tufts Medical Center, where she developed extensive experience in managing complex retinal conditions. Her clinical interests include macular degeneration, diabetic eye disease, retinal tears, and other disorders that can significantly impact vision and quality of life.
In addition to her retina specialization, Dr. Richard provides comprehensive eye care for patients of all ages, offering services ranging from routine exams to cataract evaluation and management. She is committed to helping individuals protect their vision through early detection, personalized treatment planning, and ongoing patient education.
Dr. Richard is also an active member of multiple respected professional organizations, including the American Medical Association, the American Society of Retina Specialists, the International Society of Medical Retina Specialists, Women in Retina, and the New England Ophthalmological Society.
